How can you get to the control panel without the start button? Can it be done?

I need to remove and add programs but I can't get to the control panel without the start prompter.How can you get to the control panel without the start button? Can it be done?
if u hav winXP open my computer. at the right near the top it will say add or remove programs. u can also click change a setting and that will open up the control panel itself.How can you get to the control panel without the start button? Can it be done?
Hold the CTRL button and press the ESC.
You will have to go to the start button then all programs and find the my computer icon. Right click and in the menu you will find a function that says do you want a desktop short cut. click yes and you will get an icon on your desktop. and you will not have t go to start. Just click on the desktop icon
do liek i did go to nother computer and on a flash drive copy the control panel to your deskptop them drag that file into ur USB then take it out and plug it out and use it on the computer u need and try it..it works for me thats how i changed the library info
