Yes it can! Birth control that are progesterone only such as Depo-Provera or Mirena ( IUD) are steady doses of progesterone which trick the body into thinking it is pregnant. Thus, no periods. However, some women still have light bleeding sporadically. The down side of these methods is that they often result in some weight gain, irregular spotting (at least temporarily), and occaisionally unexpected periods.
It depends on the type of birth control. Normally it regulates your period. There is a shot you can get though that will only allow you to get your period 3 times a year.
